Iran's Human Rights Council Condemns US Attacks as UN Charter Violation

The High Council for Human Rights of the Islamic Republic of Iran has issued a strong condemnation of the US military attacks on various regions of Iran on July 8 and 13, 2026. According to official reports, these attacks resulted in the martyrdom and injury of a number of Iranian citizens and caused extensive damage to public infrastructure and civilian property.

The attacks occurred at a time when Iran and the United States had reached an understanding on establishing a ceasefire and starting a dialogue process aimed at reducing tensions, preventing escalation, and paving the way for a return to diplomacy. The US actions, which US officials acknowledged were in violation of the ceasefire, contradict the spirit of that understanding and undermine mutual trust necessary for peaceful solutions.

According to information announced, more than 250 locations in the country, mainly in the southern regions, were targeted. The attacks resulted in 20 martyrs, including an Iranian woman, and 150 injuries, including two women. Fourteen surgeries were performed on the injured, and 102 people were discharged after receiving medical care.

One of the most important targets was the international railway line in Golestan province, an infrastructure serving public transportation, economic exchanges, and regional connectivity. Several ports in southern Iran were targeted, electricity was cut off in parts of Chabahar, projectiles landed near the Bushehr nuclear power plant, and railway lines including the Aghtaka Khan Railway Bridge were damaged.

The High Council emphasized that attacks on civilian targets and infrastructure violate fundamental principles of international law, including the principle of distinction between military and civilian targets, and customary rules of international humanitarian law. The UN Charter, particularly Article 2(4), prohibits the threat or use of force against the territorial integrity or political independence of states. Violation of ceasefire obligations and disregard for the principle of pacta sunt servanda are regarded as conduct inconsistent with international obligations.

The Council called on the UN Secretary-General, the Human Rights Council, the Office of the High Commissioner for Human Rights, the International Committee of the Red Cross, and other international bodies to explicitly condemn these attacks and take practical measures to halt violations, ensure accountability, and provide reparation for damages.

According to Mehr News, the High Council stressed that immunity of civilians, protection of critical infrastructure, and respect for peremptory norms of international law are shared responsibilities of all states and international organizations. Iran reserves the right to pursue legal, international, and judicial aspects of these attacks, seek international responsibility, prosecute perpetrators, and claim full reparation.
