Iranian Foreign Ministry spokesman Esmaeil Baghaei announced that the memorandum of understanding (MoU) between Iran and the United States was signed digitally by the presidents of both countries, with no signing ceremony held in Switzerland. The decision to have the agreement signed by the highest-ranking officials was intentional, as violating it would carry greater costs. Baghaei stated that the text of the MoU is now officially finalized and signed by both parties.

The delay between finalization on Sunday and publication on Wednesday was due to standard diplomatic procedures and coordination with mediators. Baghaei noted that the parties agreed not to publish the text until finalized, but Iranian officials had already disclosed broad outlines. He warned that implementing the ceasefire agreement will be more difficult than signing it, stressing that Tehran has not forgotten the lessons of the war and will carefully monitor US compliance. Baghaei made clear that if the US falters in implementing its commitments, Iran will falter too.

Regarding nuclear negotiations, Baghaei explained that Iran decided to postpone nuclear talks to a later stage, focusing first on ending the war. The MoU provides a 60-day period for negotiations on the nuclear issue and sanctions removal, which can be extended if necessary. He stressed that Iran's missile capabilities are not subject to discussion, stating, "Our missiles are only for firing, not for negotiation."

Baghaei emphasized that Iran has not abandoned its allies, and a ceasefire in Lebanon was as important as the end of the war on Iran. The first article of the MoU mentions Lebanon three times, respecting its territorial integrity and national sovereignty. He warned that if Israeli attacks on Lebanon continue, it would constitute a violation of US commitments.

The spokesman confirmed that the US blockade was lifted earlier than the original 30-day timeline, following Israel's attack on Beirut's southern suburbs and Iran's threats. He reiterated that enriched nuclear material will not leave Iran, and dilution is an option to close other possibilities. Oil sanctions lifting has begun, and Iran will be able to sell oil with transport and insurance. Baghaei also confirmed that Iran is finalizing a new management mechanism for the Strait of Hormuz in coordination with Oman, and will charge fees for services.

Iran will continue to document and pursue war crimes committed against its people. Baghaei concluded that the war has strengthened Iran, stating, "A wounded lion is still a lion." The MoU was finalized after months of negotiations mediated by Pakistan, with support from other regional countries. Under the agreement, the war and all military operations, including in Lebanon, have ended immediately, and the US naval blockade has been lifted. The MoU also provides for the reopening of the Strait of Hormuz. According to Mehr News, Iranian officials have described the MoU as a product of military achievements and the sacrifices of the Iranian people.
